In order to further implement the main responsibility of special equipment inspection and testing institutions, standardize the management of inspection and testing institutions and inspection and testing personnel, improve the quality of inspection and testing, and enhance the safety guarantee ability of special equipment, the General Administration decided to carry out the standardization and professional construction of special equipment inspection and testing institutions in the country, the specific requirements are as follows:
First, strengthen the standardization of special equipment inspection and testing institutions
(1) Carry out self-inspection of the qualification conditions of inspection and testing personnel. Special equipment inspection and testing institutions shall use personnel with appropriate qualifications to engage in inspection and testing work, handle personnel practice publicity according to the provisions, and continue to meet the approval conditions stipulated in the "Special Equipment inspection agency Approval Rules", "Special Equipment testing Agency Approval Rules", "Special Equipment type test agency Approval Rules" (hereinafter referred to as the "Approval Rules"). Special equipment inspection and testing personnel in the application for inspection and testing qualifications, in accordance with the "special equipment inspection personnel assessment Rules" "Special Equipment non-destructive testing personnel assessment Rules" (hereinafter referred to as the "Assessment Rules") requirements, to provide real and effective education, professional titles and other application information. The special equipment inspection and testing institution shall conduct a comprehensive self-inspection of the certified special equipment inspection and testing personnel of the institution in accordance with the relevant requirements of the Approval Rules and the Assessment Rules. The first is to self-check whether the full-time staff of the institution has a clear job post in the institution and actually performs the job duties, has a traceable work witness, continues to pay social security, and whether the number of personnel continues to meet the requirements of the Approval Rules. The second is to self-check the authenticity of the academic certificates and professional title certificates submitted by all the certified personnel of the institution when obtaining evidence. The certificate of higher education should be verified through the "China Higher Education Student Information Network (Xuexin Network)" and other ways; The title certificate shall be verified by comparing the original title certificate with the original evaluation form in combination with the holder's work experience, or by means of the title qualification approval document of the government's vocational reform department and the title evaluation information query platform of the human resources and social security department.
Local market supervision departments shall guide, supervise and follow up the self-inspection work of special equipment inspection and testing institutions in their jurisdictions. After the special equipment inspection and testing institutions complete the above self-inspection work, the problems found should be rectified immediately, fill in the "Special equipment inspection and testing institutions self-inspection Statistical Table" (see Annex 1), sign and seal before the end of July to submit to the local municipal market supervision department.
(2) Strengthening supervision and inspection by inspection and testing institutions. Special equipment inspection and testing institutions shall conduct inspection and testing in strict accordance with safety technical specifications and quality management system requirements, formulate targeted inspection and testing programs, and strengthen the quality assessment of inspection and testing work. Local market supervision departments should carry out supervision and inspection of institutions engaged in special equipment inspection and testing within their jurisdiction, strengthen inspection and testing programs, report spot checks and inspection and testing on-site inspections, and severely crack down on illegal acts such as the issuance of serious false or false reports. Focusing on the implementation of the relevant requirements of the implementation Plan of the Special rectification Action for Urban gas Safety in the Market Supervision System and the three-year Action Plan for Elevator Safety bottoming (2023-2025), the inspection agencies of gas cylinder inspection institutions, elevator inspection and testing institutions, and inspection agencies that carry out the inspection of gas pressure pipelines and related pressure vessels will be focused on the inspection.
(3) Strengthen the examination management of inspection and testing personnel. Local certification organs should strengthen the supervision and management of special equipment inspection and testing personnel examination institutions, urge examination institutions to improve the quality management system, strictly separate examination and training, implement the avoidance requirements, strengthen proposition management, standardize examination procedures, and seriously discipline examinations. The certification authority shall carry out supervision and inspection of examination institutions, focusing on the implementation of the management system, the whole process of the examination, the implementation of video surveillance without dead corners and the archiving of data.
(4) Strengthen the verification of licensing conditions for inspection and testing institutions and personnel. Local certification organs and appraisal and evaluation institutions in the special equipment inspection and testing institutions to carry out the renewal of the license approval work, in accordance with the relevant requirements of the "approval Rules", strengthen the verification of full-time staff, through the verification of social security payment records, inspection performance, performance witness and other ways to verify the conformity of personnel resources conditions. Local certification organs and examination institutions in the special equipment inspection and testing personnel qualification identification work, to urge the inspection and testing institutions to implement the main responsibility, inspection and testing institutions employ personnel to apply for qualifications submitted by the academic certificate, professional title certificate, inspection performance table, by the inspection and testing institutions to confirm and stamp. Certification organs and examination institutions should strengthen the examination and verification of application materials, verify the authenticity of academic qualifications submitted by applicants through effective ways such as the "China Higher Education Student Information Network (Credit network)", and verify the certificate information of replacement personnel through the "National Special equipment publicity information query platform".
Second, strengthen the specialized construction of special equipment inspection and testing institutions
(1) Strict implementation of the quality management system. Special equipment inspection and testing institutions should establish and effectively implement the quality management system in strict accordance with the regulations, give full play to the quality control role of key positions, refine the management requirements of on-site inspection personnel, effectively strengthen the quality control of the whole process, regularly carry out internal and external quality reviews, and continuously improve the quality management level. When the appraisal and review institution carries out the appraisal and review work of the special equipment inspection and testing institution, it shall strengthen the verification of the implementation of the quality management system.
(2) Strengthen the training of inspection and testing personnel. Special equipment inspection and testing institutions should strengthen the pre-job training and ability evaluation of professional and technical personnel, carry out personnel training in strict accordance with the requirements of the "Approval Rules", constantly enhance the professional knowledge and skills of inspection and testing personnel, effectively improve the level of discovering special equipment defects and potential hazards, and improve the overall technical ability of inspection and testing professional teams to identify risks and ensure safety. It is necessary to strengthen the selection and training of inspection and testing backbone talents and post experts. Encourage participation in inspection and testing ability verification, technical competition and skills competition, establish incentive policies, and give greater recognition and rewards to players who achieve excellent results in various competitions. Encourage through online public lectures and other ways to promote the ability of special equipment inspection and testing personnel.
3. Promoting the improvement of inspection capabilities. Large-scale inspection institutions should strengthen investment in scientific and technological innovation, strive for the construction of national and provincial key laboratories and other scientific and technological innovation bases, promote the use of advanced technology and equipment, focus on major technical issues, and carry out research on safety assurance technology, standard development and application demonstration and promotion. Encourage special equipment inspection institutions to innovate cooperation mechanisms, and strengthen exchanges and cooperation in quality improvement, personnel training, scientific research, technology promotion, resource sharing, etc. Strengthen technical and personnel assistance, and promote the northeast, western and other regional inspection institutions to improve the level of inspection capabilities.
(4) Strengthen the supporting role of public welfare inspection institutions. Market supervision system special equipment inspection institutions should strengthen personnel, equipment, facilities and other aspects of the inspection capacity building, do a good job of inspection and guarantee work, but also actively cooperate with the supervision and inspection, hidden danger investigation, accident investigation, emergency rescue, regulations and standards revision, science education and other activities, participate in major activities and major disaster safety. Continuously strengthen the supporting and guaranteeing role of safety supervision work.
Third, continue to strengthen the construction of special equipment inspection and testing
1. Strengthening professional ethics. Special equipment inspection and testing institutions should strengthen the construction of inspection and testing quality and integrity management system, clarify the requirements of law and compliance, integrity inspection, honesty and self-discipline, standardized employment, and strict adherence to the bottom line, and educate and guide inspection and testing personnel to strengthen their sense of responsibility and discipline. Special equipment inspection and testing personnel shall abide by professional ethics, conduct inspection according to law and regulations, and conduct inspection fairly, and shall not prevaricious, delay, make difficulties, violate integrity and discipline, and destroy the business environment. Special equipment inspection agencies should develop a commitment to good faith service and publicize it to the public, establish a rotation exchange system for inspectors, and organize inspectors to sign a clean and self-disciplined commitment.
2. We will strengthen investigation of integrity risks. Special equipment inspection institutions should carry out analysis of integrity risk points, take inspection quality, timeliness, service and other issues as a breakthrough, improve the prevention and control measures of integrity risk, and establish a clean backcheck mechanism for abnormal inspection quality and service problems. Around the inspection project long-term delay pending, inspection report issuance period is too long, on-site quality control is not strict, major inspection problems are concealed, archived data is not strict, inspection subcontracting is unreasonable, inspection fees are not standardized and other issues are deeply dug and investigated, effectively eliminating potential integrity risks and equipment safety hazards.
(3) Strict management of subcontracting work. Special equipment inspection institutions shall clarify the scope of subcontracting, strengthen subcontracting management, establish subcontracting management procedures, and clarify the quality and integrity discipline requirements. Strictly review the qualifications of subcontractors to ensure that their qualifications, capabilities and quality management systems meet the requirements, and sign a service agreement with them to clarify the quality standards and responsibilities of both parties. Strengthen the quality supervision of subcontracting work, regularly evaluate the quality control, service ability and integrity discipline implementation of subcontracting units, and ensure the compliance of subcontracting work process and quality.
4. Strengthen supervision and guidance on business practices. Local market supervision departments should strengthen the supervision and inspection of the construction of special equipment inspection and testing in the field of inspection and testing, guide the inspection and testing institutions of special equipment under their jurisdiction to carry out integrity risk analysis, and improve the integrity discipline requirements and prevention and control measures. Organize the inspection and testing institutions of special kinds of equipment in the jurisdiction to carry out warning education activities. Invite the inspected enterprises and industry experts to supervise and evaluate the construction of inspection and testing institutions and personnel. Encourage relevant industry organizations to actively play the role of self-discipline supervision, guide special equipment inspection and testing institutions to operate in accordance with the law, provide honest services, and standardize their practices, and create a good atmosphere.
4. Relevant requirements
1. Strengthening mobilization and deployment The provincial market supervision departments should formulate implementation plans in light of the actual situation, refine the work requirements, clarify the division of responsibilities, strengthen organizational leadership, mobilize and deploy the special equipment inspection and testing institutions in the jurisdiction, ensure that the relevant measures are put in place, and ensure that the work is effective.
2. Improving rectification of problems Local market supervision departments should urge special equipment inspection and testing institutions to rectify the problems found and eliminate the hidden dangers of problems. For the inspection and testing institutions that have problems but take the initiative to rectify them in a timely manner, the inspection and testing personnel who take the initiative to confess and take the initiative to handle the cancellation procedures, the local market supervision departments shall be leniently dealt with according to the circumstances. For the problem of concealing failure to report, by the supervision and inspection of the market supervision department found or reported to verify the discovery, or there is a problem of self-inspection and self-reform is untrue, should be strictly dealt with according to law, and do a good job in accordance with the provisions of the discipline connection work.
(3) Strengthening information reporting. Each provincial market supervision department shall submit the work situation (including typical cases) and statistical tables (see Annex 2) to the Special Equipment Bureau of the General Administration before the end of July and the end of November respectively. The Special Equipment Bureau of the General Administration will organize law enforcement research on the work of relevant regions.
